The Three-Part Efficacy Review Every Digital Learning Program Should Pass

I’ve had front-row seats to the transition of education from heavy print textbooks to AI-driven screens. When a digital learning program fails, it has often been the case that the program drifted away from what was meant to be taught.

I spoke about this recently on an EdTech on the Street episode. The conversation kept coming back to one question every digital learning team should ask before scaling a program: Does the learning stick?

That is why I never judge a digital learning program by how polished it looks or how much content it holds; I run it through an efficacy review instead.

An efficacy review is simply a structured way of asking whether the program will deliver the learner outcomes it promises. Over the years, that review has settled into three
pillars – standard alignment, seat time, and evaluation. What follows is a look at each one. I will be sharing how alignment determines whether a program is scalable, why seat time doubles as an early warning system for weak content, and how evaluation reveals exactly where the learning is not keeping up. Here is how I use each.

 

Start with the Learning Objective, Always

Before I start with the pillars, it’s important to understand the role learning objectives play. It’s very simple. If you cannot tell me precisely what a learner should be able to do by the end of a module, no amount of design will save it. Not the cleanest interface or the smartest interactivity functions. The objective is the spine of the digital learning program, and the three checks below only work because they all hang off it. In the print era, the objective lived inside a textbook chapter and a descriptive exam. Today, a well-written objective tells you how to chunk the content, what to assess, and where remediation belongs. The format changed, but the objective did not.

If the learning objective is the destination, these three pillars are how you check that the program can get a learner there.

Pillar One: Standard Alignment

A digital learning program serves a specific geography with specific curriculum standards. And this brings us to the first pillar – alignment. Do the learning objectives match the standards of a particular region?

This matters for more than compliance because when your objectives are tied to the standards, teachers can confidently recommend your program and guide learners through it. Not to mention, alignment is what makes a program scalable. When I assess this pillar, I am looking at:

  • Whether each learning objective maps to a recognized curriculum standard for that geography
  • How many objectives are multi-aligned to standards across more than one state
  • Where the gaps are, so they can be plugged with targeted snippets rather than a full rebuild

When a single objective aligns to standards across several states, you have a scalable asset.

Pillar Two: Seat Time

Once alignment is in place, I look at seat time. Simply put, this means how long a learner is realistically meant to spend in the program. Seat time tells me how much content belongs on a screen and where micro-chunking is needed so a learner can hold their attention on one objective at a time. It needs to be incorporated into the design and cannot be retrofitted as an afterthought.

It also serves as a diagnostic. If a screen is built for two or three minutes and a learner stalls on it for thirty, that gap tells me something is wrong:

  • The content may be too heavy for that learner to absorb in one pass
  • It may never have been micro-chunked properly in the first place
  • It may lack the interactivity needed to keep the learner engaged

Seat time, in other words, is not just about length but an early warning system for content efficacy.

Pillar Three: Evaluation

Of the three pillars, evaluation is the one that stands out because it’s the one that clearly highlights if the learning was successful, and if not, what needs to be fixed. Gone are the days when evaluation could be classified as one final exam at the end that delivers a verdict. A strong digital learning program will continuously assess by pairing self-assessments with instructor-led assessments through the program. That way, course correction becomes a possibility while the learner is studying the content.

What Strong Evaluation Looks For

When I read the reporting and analytics, I am watching for:

  • Patterns where a whole class struggles in the same area, which usually signals a misconception or a gap in the program itself
  • Learners with a history of weak performance in one strand, which points to a break in the pedagogical progression
  • Weak items in the assessment itself, which Item Response Theory helps surface

Each of these tells me exactly where remediation belongs, whether that means an intervention for one learner or a rebuild of a concept for everyone.

 

Design for Efficacy Before You Scale

In my experience, efficacy only holds up when it is built into the program from the start. The programs I am proud of are the ones where standard alignment, seat time, and evaluation were baked into the build from day one. You stop asking “did this work?” after launch and start asking “will this work?” before you scale.

Designing this way is far more achievable now than it once was. Everything else in the program's design follows from it. This is why a well-defined objective is necessary prior to making any decisions about how the program is going to be designed.

While AI can immensely speed up the process of transforming existing content into modules, producing appropriate assessments, and analyzing the results, there is still no way to avoid human involvement. Indeed, an AI system can make mistakes, and a faulty source item will be able to carry all of the errors through the entire generation process. The most efficient way is to combine the speed of AI with human review.
